Why won't Outlook let me at my contacts/addresses for new emails?

I have a visible and accessible "Contacts" data set.  When I open a new email
I am unable to "paste" from the contacts into the "To..." address box (nor
"Cc.." etc).

Where do I set the address book to be used - the box that opens after
telling me that I have no permissions or the contacts in the wrong place does
not succeed in granting access.

Any ideas please?
