I am wondering if anyone knows a way to change the
default Contact list that comes up when you press the To
button when sending an email.  I have looked and I can't
find it anywhere.  Did I miss it, or is it just not
possible?

It's possible.
We could even tell you how if we knew your Outlook version.

Open the Address Book > Tools > Options...
