My MS Outlook keeps putting in my local area code for
local fax numbers (Operater answers "it is not necessary
to dial an area code for this number").  

Doesn't Outlook know not to dial my own local area code?
Any ideas?

Outlook doesn't dial. Your operating system's phone dialer does.
Configure your dialing rules correctly.
