Contacts do not appear in "To"

I imported my old PST folder into a fresh installation of
Office XP because my harddrive was bad.  I have my
contacts grouped in subfolders.

When I create a new mail message and click "To..." the
Select Names window opens and it is BLANK.  I have added
my contacts folder as my Outlook Address Book and I have
even deleted the address book and created a new one using
my contacts folder.  But still no luck.  Any ideas???
