automatically add country code

I am trying to set the "dialing options" in outlook so
that they automatically add the country code to local
numbers

However that particular clickbox is grayed out

Is there an easy fix?

I've always seen it enabled if your dialing location is set correctly for
your operating system.

What operating system?
For XP: Control Panel > Phone and Modem Options.
