Hi, I am trying to create an address book or contacts folder that is able to
be shared over the domain, however after exporting contact info into pst
file, only 1 user may access at a time even after adding users to permissions

PST files can only be used by one user at a time. Outlook 2000 had Net
Folders which lets you share some information. This feature is not in later
versions of Outlook.

You can also do this using third party Outlook addins.
