I am using Office 2003 with Exchange 5.5 on the backend.
We recently did an upgrade from Office 2000 where when we
typed in a person's name on the To: line, the name would
resolve.  The resolution would work with FirstName
LastName and Lastname, Firstname.  With Outlook 2003, the
resolution will only work with Lastname, Firstname.
Anyway we can get around this?

Turn off cached mode and see if the previous behavior returns.

I turned off Cached Mode and restarted Outlook with no
change.  Any other suggestions?  Thanks

Nope. None. This is the only thing I've seen work for this problem.
