Outlook's "Contacts" pane should read more like an address book.

I used to be able to access my addresses very easily. Recently, I tried to
send a message and got it back as a mailer-daemon since the address was
wrong. I have a lot of addresses, so I clicked the "Contacts" tab and then
tried unsuccessfully for many minutes to try finding the address. There is
no way to just push "L" and have it scroll down to the L's there is no way to
sort it, I can make no head nor tail of how it is sorting. It is very
random-seeming, and makes no sense. Finally, I opened the address book
through the tools menu and found exactly what I wanted, but even that is
limited. This is a serious design flaw and needs to be remedied. This is
not the first problem I have had with the new Outlook (upgraded from 2000, I
think I have 2003 now) and overall I DO NOT LIKE the new one, it is just not
well done.

Nothing has changed in Outlook 2003's Address Book view. Provide a more
complete and accurate description so we can see determine what view you are
referring to and what you are doing wrong.

Following up on what Russ said, the name of the view in which you pressed
"L" is the key to sorting out what happened.
