I have imported .pst files after a restore. However I get an error that the
contacts can not be found.  The personal file folder included a "contacts"
folder which has all the addresses in it. But it does not pull them into the
address book when I click to "to" button.

Importing is a poor way to transfer data from PST files. Just reuse the PST
files or copy data directly from them.
In this case, I suspect you simply need to configure the Outlook Address
Book. I'll assume you already know how to do that since you did not specify
your Outlook version. If you need to know how, include that information.

Hello Karen,

When you clicked on the "To" button to select a contact
in a new email message, can you find another "Contacts"
folder under the "Show names from the:" category?
Sometimes there are more than one Contacts folder and the
one with your information may not be the default.  Let us
know if you can find the Contacts folder you need there.
