No Contacts List displayed when adding users in Permissions Tab

We are currently running Outlook 2003 SP1 on Windows XP Pro.

Whenever we try to add a user within the permissions tab to either the
Inbox or Calendar, it displays the Global Address List but there is no
sign of the Contacts List.

Since most of the people I would want to share these with will be in
my Contacts List, it would be a lot easier to find them. Is there an
issue with Outlook 2003 SP1 not displaying the Contacts List or is it
designed that way.

BTW The Contacts List works whenever creating emails, etc.

It's by design. You can share data only with those people in your Exchange
organization, in other words, those in the GAL.
