Unable to Delete an Address Book

Have deleted an address book and emptied my trash just to be sure that it is
gone... but it isnt!

If I create a new email message, click on the TO button to bring up my
address books, this deleted book is still in there!  However, if I use the
navigation pane to get to Contacts, this book is not there.

Am I missing a step?

Since Outlook does not even use an address book, please start by explaining
more accurately what you really did.

Oh... please forgive me.  I meant to say folder.  I must have been confused
because when I right click on a contacts folder it clearly calls it an
"Outlook Address Book".

What I am trying to delete is a contact folder.

That was hardly apparent from your post. Forgive me for being unable to read
your mind.
Just remove the invalid reference to a Contact Folder here:
Go to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book > Change. >
