My Outlook contacts from my old laptop are on my external drive. I cannot
find a way to import them to my new laptop. There is no option that I can
find that allows me to choose from a specific location to import from.
Should I have exported them to a file before I cloned my old HD. It seems
really strange that the new Outlook won't just read the old file and move the
contacts over.

When you go through the File | Import and Export wizard, you should see a
Browse button that lets you choose the source file. What type of file are
you trying to import from?
