New Message to Contact option

I have set up a process in which a database is imported into a Contact
Folder, sorted by Category.  Once in Outlook I I'm able to select all or
random entries, click on the New Message to Contact option and the entries
will appear in the To field of the message.

The problem is, that sometimes I want the entries to go into the CC field,
does anyone know of a way to make this happen?  I know that I can select &
drag entries into the CC field but because I have multiple categories this
could become confusing.

Thanks for any help on this.
