Updating Distribution Lists - Last, First Names are transposed

This is a question from a user at one of my corporate clients, using
Exchange.  This person, in public affairs, uses a lot of distrubtion lists
created from names entered in her Contacts rather than from the Global
Address List.  The problem is that when she initially enters the name they
are filed in the list as LastName, FirstName.  However as soon as she uses
the UPDATE NOW button the names get transposed to FirstName LastName. This is
a problem for her to maintain her lists.  

I tested this on my Outlook versions 2000 and 2003 and I see the same
behaviour.  However when I run the same test on a Distribution List where the
names are selected from the GAL the names stay as LastName, FirstName.

I have checked and this person's Contacts are defaulted to be filed as
LastName, FirstName as are mine.

Does anyone have any ideas for a solution or work-around?

Address Book is set to LastName, FirstName.

Ummm..., no such option. Do you mean File As...?

Yes, File As... is what I mean.  What do you mean by "What is the sort order
set for the Outlook Address Book?"  If I go directly to the Address Book from
TOOLS it is sorted by name A-->Z and it is LastName, FirstName.

I'm still confused why when you first add names to a Distribution List it
gets added LastName, FirstName however as soon as you update it gets
transposed.  Any idea?

Because DL's are full of bugs and don't always behave by your default
settings. Depending on your version and the version in which the Contact was
originally created, they may sort by the Subject field instead of the File
As... field.
