Automated creation of an importable address book w/distribution li

We have a requirement to place a downloadable file on our company web site
for employees to download and import into Outlook to create an address book
with distribution lists. The information to create this file comes from our
HR system and a DB2 database of email addresses.

This address book will contain approximately 6000 entries.
This file will be refreshed on a regular basis in order to pick up changes.

We are wanting to do this in an automated way with little or no numan
intervention.

The problem is that we cannot find a file format that will import addresses
and create/populate the 9 distribution lists we have to have in the Outlook
address book.

We are attempting to standardize on Outlook, but we are meeting resistance
because the .ldif file format used by Netscape gives us this capability.

I cannot beleive that Outlook does not support a way to do this.
