When I put in the phone number without an area code, it automattically adds
604 as the area code.  How do I 1) change that, or 2) stop that?

That setting is in the Phone and Modem options depending on your OS version.
When the computer was first set up there was likely a question about the
current Area Code.
That is where the 604 is coming from.
If you want to change or stop that you will need to go into the properties
of your Phone Fax settings and locate it there.
If you tell me what OS you're using I may be of more help.
