I want to be able to synchronize my contacts with someone else's email, so
they can have access to my contacts.  And so when the contacts are updated
they update on her email too. Is this possible?  Is there a better way to do
this rather than exporting to excel and having her import the file to her
outlook account?

See http://office.microsoft.com/en-us/assistance/HA011477571033.aspx for an
article by Outlook MVP Eric Legault on various ways to share Outlook data.
YOu'll also find a list of third-party sharing tools and other information
at http://www.slipstick.com/outlook/share.htm.
