How do I cut and paste members from a distribution list to anothe.

Exchange 2000

In outlook 2002, is there a set number of of members that can be saved to a
distribution list?  I have a  user who is trying to save over 400 members in
our contact distribution list and she can't.  

It won't let her copy and paste members to another contact.  Is there a
workaround?

About 120 is the maximum for a DL stored in an Exchange folder.
