Russ,
I read the article you gave me, but it doesn't seem to help me to
understand. Where do I look for the dialing rules as they apply to either
Outlook or MS Fax? I was successful in sending a fax today that had to go
to a number that in fact needed to have a 1 dialed. I am still unable to
fax to a number that only needs the area code & 7-digit, because I can't
locate settings to change how it dials.

It's all about how you enter phone numbers into Outlook. If you enter phone
numbers in the correct format, Outlook and Fax will be able to tell (using
Dialing Rules) whether to add the 1 or not. These pages go into greater
detail:

You Must Enter Telephone Numbers in Canonical Form in Order to Use Dialing
Rules
