outlook won't use dialing rules with adress book

outlook 2002. windows XP. When faxing from word...send to
fax....look up address from address book....the fax
looses the dialing rule and will not dial the 9 to dial
out.

Fax number must be stored in International format for dialing rules to be
invoked by the Fax Service.
