I switched modes from CW to IMO in Outlook 2000 to match the mode of another
machine on my home LAN. I', the only user and I'm trying to get set to use
Outlook on two of the three machines on this network. I decided to explore
the CW mode when I installed Outlook on the new XP machine. I'm through
exploring. I thought all I needed to do was reconfigure the email.
Everything appeared to flow smoothly ... until I tried getting my mail. Now
I get the error message in the subject line above. It's described as: "A
TCP/IP error occurred while trying to connect to the server."

PLease disregard; my firewall was blocking the program. Although.... it
still would be nice to know what this code referred to and where I can look
up such info in the future. None of my searches on MS were successful.

That's a "socket connect error" returned from a Windows component used by
Outlook.  The error message ("A TCP/IP error occurred while trying to
connect to the server.") pretty much sums it up, though it certainly doesn't
help much in figuring out why (don't know how it could, given how many ways
networking can get messed up on a computer).

Stumbled upon the solution. My firewall stopped it.
