Rules Wizard - Server-Side Rule Problem

Hi there

I'm running Outlook 2003 with Exchange 2k SP3 and when I create a rule that requires the server to send a message it won't let me complete my rule as it's wanting a Rule Description - it doesn't take you to the last page of the wizard which allows you to set the Rule Description

Its very frustrating!.
