Eudora Internet Mail Server Light rejects Outlook 2003 mail

We have found that a remote network is using Eudora Internet Mail Server
Light with message-id header ckecking turned on. The default headers in
Outlook 2003 do not seem to include a Message-ID in the header. Message-ID
is included when the Option for return receipts is enabled.

When mail is sent without return receipts the mail is bounced back as
'invalid'.  We have logs from both the sending and receiving SMTP servers.
We have verified the header content. He have verified that the problem does
not exist in Outlook Express, Eudora, Netscape... as they all send the
Messsage-IS as a default.

Has anyone else seen this?

Is there anyway to force Outlook 2003 to send the message-ID without return
receipts?

I did more digging and as per RFC 3798, Message-ID is only required in
emails requiring notifications. This is consistant with the implementation
in Outlook 2003. The error is in a mail server using Message-ID to verify
legitimacy on basic emails not requesting notification. So in this case it's
Eudora now Microsoft that has to fix some code. :-)
