OfficeXP PIA and pre XP Outlook

I about to use Office XP PIA for Outlook; can the assembly
be used with pre-XP outlook versions? How about Outlook
2003? OL2000? I am new to Outlook ans as far as I
understand Outlook2002 comes with Office XP, am I right?
If I cannot use XP PIA with older or new OL versions, what
can I use? Is .NET COM import (w/o PIA ) with limited
security my onlu choice?
