If these are individual RFC-822 email files, you can rename them to .EML
files, drag them into an Outlook Express folder, then import with Outlook or
Export with OE. If you have RFC-822 mailboxes (also known as "mbox" or
"UNIX-style"), you can use this utility:

...to convert them to either folders of individual RFC-822 email files (.txt
or .eml files) which can be moved into OE folders or to Comma-separated
value files (.csv files) which Outlook can directly import.
