Error when trying to reply or forward in Outlook 2003

I am connecting to a groupwise 6.5 backend, and can send a new message, and
recieve messages just fine, but when I try and reply, or forward a message I
get the following error message.  "The messaging interface has returned an
unkown error.  If the problem persists, restart Outlook."  I have uninstalled
and reinstalled Office 2k3, and run the repair utility, but I still get this
error.  Desktop machines are running xppro, and I have had this error on
multiple machines.  I am assuming it has something to do with the Groupwise
backend, but older versions of Outlook are working just fine.

The new version of outlook installs a different windows messaging component,
and it looks like it won't work on the GroupWise backend w/o rewriting the
API.
