Server Based Rule

I've created the rule in Outlook 2003 (MS Exchange Server 2003) to move a
copy of the message with specified subject line to specified public folder.
It works perfectly with the open Outlook.

I need it working with closed Outlook.

Is it possible?

Instead of the Move action, use the Forward action and forward the item to the email address of the public folder.
