"FROM" Box in Outlook 2002

EXCHANGE 5.5 SP4 on a WINNT4 Server.

How do I get the "FROM" box to appear when people are
trying to send email as if From someone else.

I have given the Users "Send on Behalf of" permisions.

But I can not find the "FROM" Box anywhere.

I thoght it appeared under "View" and select "From" from
the Drop Down menu that you get. (This is on the email
that you want to send).

If the user has WordMail set as the editor, they need to click the small down-arrow next to the Options button on the toolbar.
