Limitation on Outlook rules?

I have a client who's using Outlook 2003 (SP2) connected through Exchange 2003.

He has too many rules running on his outlook and as he is trying to add
more, he gets an error message that he is running out of room to add more
rules!!!!!
After some research I found out that MS has a limitation of 32K on Outlook
rules. My question is anybody knows how to change that by editing the
registry? Is it on the Outlook or Exchange server?

Any comments would be appreciated.

This is hard limit set in Exchange Server and it cannot be changed.
