Ho wto change HTML default format settings

When switching from "plain text" formatting to HTML
formatting, Outlook uses
"paragraph"
"Times New Roman"
"10"
as default.

How can these default values be changed ?

AFAIK, they can't. The format used when you switch to HTML formatting from plain text appears to be hard-coded.
