Hi,
One of my users has noticed that on the top level of a
Personal Folder, there is no option for the preview pane,
but on any email subfolders, there is the option.
I have looked for a TechNet article hoping to explain why
and I believe that it is a functionality issue, as it
isn't classed as an email folder, but can someone confirm
this or point me in the direction of a Knowledge Base
article.

Your explanation is as good as any other. There should be no items stored in that folder, hence nothing to preview.
