Outlook - rule setup to forward mail to external user

I have been trying to set up a rule to forward mail when
it enters my Inbox to a pager I have purchased.  

I have e-mail being sent to my fpic.com e-mail address and
I want to forward that mail to my pager.

Here is where I am :

1. If I forward mail manually, typing in pager address I
receive a delivery notification and it comes through to
pager.

2. If I forward mail manually, selecting pager address
from contact I have set up, I receive a delivery
notification and it come through to pager.

3. If I set up a rule to forward the mail to the pager
address via contact I have set up, I can see that the rule
is working and the e-mail is in the sent folder, but I
never receive a delivery notification and it never comes
through to my pager.

Can anyone help me in trying to debug what is happening
when the rule is sending out the e-mail vs my sending it
manually that makes it fail.

What kind of mail server? If it's Exchange, the administrator is probably
blocking automatic forwarding to external addresses.
