Outlook "Not Open" Runtime Error

Im currently implementing a BCM solution that links to
Outlook. The problem is that if Outlook is not open and
you try to retrieve mail in the BCM solution, it fails to
open sending a C++ Runtime Error with an abnormal
termination. This not only happens with the BCM, but if I
click mailto: links in a web browser, or any other thing
that references Outlook when it is not opened. Everything
works fine if Outlook is running, but everything fails
when it is not. Is there any workaround for this, I have
looked in the database for awhile... but I cant seem to
find an issue report.
