You didn't put jpg in the Level1Remove list, did you?
Windows' file settings may be controlling the behavior: In Windows Explorer,
choose Tools | Folder Options | File Types. Select the extension for the
file type, then click Advanced. You should see a checkbox for "Confirm open
after download."
