Outlook 2003 'Receiving' errors

When selecting Send/Receive I get error
(0x800ccc92) 'Your email server rejected your login.
Verify your user name and password in your account
properties....The server responded: -ERR Mate, try:PASS
<username>.

I have verified username and password work with my ISP by
doing above and also checking response by picking up test
message on another PC.

It was working OK previously. I have uninstalled and
reinstalled Office Professional suite. I have also run
System Restore to a point before I installed original
Office Suite. PC is new so I have not used older versions
previously.

Not sure if it is relevant but Outlook Express no longer
works either - I get 'unable to open message store...
(0x8007000E,5)' and then 'MSOE.DLL could not be
initialized'

You say "I have verified username and password work with my ISP " - how did
you do that?  From the error message you give, it sounds like your ISP wants
you to use your username as the password (which, by the way, is not very
secure!).
