COMDLG32.OCX not properly licensed

I'm designing my own form in Microsoft Outlook but I
cannot add the common dialog control toolbox to my form
(COMDGLG32.OCX). I get the following response: THE CONTROL
COULD NOT BE CREATED BECAUSE IT IS NOT PROPERLY LICENSED.

I have Windows XP with Outlook 2002.  What do I need to
do?  I just reinstalled all of Office and that did
nothing.  This is become quite a challenge.  Any advice is
greatly appreciated.  Thanks.
