I have the same issue. I have tried all of your suggestions; but still have
the issue.
Any thing else I can try?

I just tried it and it works. Edit your registry. Find all the mpaoi9.dll
located through out the registry. Delete what you find on the right. This
will take a few minutes but it should work. After I restarted Outlook 2003
the error I was getting is gone.
