I am trying to remove an add-in from outlook, but it does not show up
under COM Add-ins in Outlook and does not have an uninstall in
Add/Remove programs. If I deleted the entries in Outlook/Add-ins in the
registry will that be safe to remove the add-in from Outlook?

Thanks

If a COM add-in has a value for LoadBehavior in its key under
HKEY_LOCAL_MACHINE\Software\Microsoft\Office\Outlook\Addins then it won't
appear in the Outlook COM Add-ins dialog. That's probably what you've got.
The least intrusive way to "remove it" is to just stop it from loading by
changing the LoadBehavior value from 3 (LoadOnStartup-Connected) to 2
(LoadOnStartup-Disconnected) or from 9(LoadOnDemand-Connected) to 8. It's
also possible that the program is an Exchange Client Extension, in which
case it should appear in Outlook's Add-in Manager dialog
