I remember someone (outlook MVP!) saying that we could place form region
above the body. may be we can create a task pane and place it?
Just wanted to double confirm.

Adjacent form regions always appear at the bottom of the Inspector window or task pane.
I don't see any reason why you can't create a custom task pane and place it with DockPosition = msoCTPDockPositionTop, but I suspect that will make it appear just below the ribbon, not below the area with the Send button and subject control. I could be wrong about that, though.
