publishing the forms in exchange server

hello sir,
  I had finished my form design and i published all the forms in personal
form library.
how can i publish the form so that all the users in the organization shall
use my forms.?

In a book called "Building Application with Microsoft Outlook 2000 Technical
Reference" by
Randy Byrne,Micro Eye,Inc.Microsoft Press .(chapter 12 pg.no 468) i saw
that,it is enough to publish the forms in organization form library so that
all the users in the organization can use the form.i followed all the steps
given in the book.but my effort ended in fail.

But in my exchange server, i don't find a library like Organization Form
Library.this is the picture in my case.How and where  can i publish the form
so that my form should be available to all the user?

is there any library should be created in my exchange server with the name
"organization form library".i don't know how to come out from this problem.i
had finished all my work in design.this is the last step in my work.

kindly help me in this context.

The Exchange administrator has to create the Organizational Forms library.
