voting buttons

Is there a way to have the voting buttons visible above the preview pane the
way meeting request response buttons do so users don't have to open the
message separately to see them?

No. That placement in Outlook 2002 or later is exclusive to meeting requests. I always put "VOTE:" as a subject prefix in voting button messages.
