How can I make the reminder function work from my customer outlook task form which resides on the public folder?  The reminder function does not work from the public folder to begin with.  Any thoughts?

Reminders never will fire in a public folder; only in your default Inbox,
Calendar, Tasks and Contacts folder. You would need to replace the Outlook
reminders mechanism with your own or write your own reminder mechanism to
provide reminders in any other folders unless you used a 3rd party addin
that provided additional reminder settings.
