Permissions to update a post.

I have a Custom form (IPM.Post.Form-25) in a Public folder that needs to be posted by anyone in a distribution list that I have given permissions. Then at any time anyone in the same distribution list can change/enter data in fields of these posts. I have given permissions for this too.
The problem is that when updated and the user tries to save the post they get an error saying: “You do not have the permission to send the message on behalf of the specified user.” I have gone as far as to make everyone in the distribution list have full Owner permissions but only the original user that posted the form or a user logged in under the Exchange Service account can save the changed post.
What do I need to do to allow these changes?

Did you try using a security group, not a distribution list, to set
permissions?
