Multiple "Collections" of Attachments

I have been tasked with creating an application that collects all the
necceary materials for an e-marketing campaign.  I am investigating whether
an outlook form is a viable solution.  I may need to build a web application.
. .but I thought I would see if anyone here had a suggestion.

Primary Problem:  I need multiple attachment "Containers" or collections.

Desired Functionality: Form has to have separate "containers" for attaching
pictures, lists of recipients, and marketing copy.  On button and attachment
list for EACH TYPE (pictures, lists, copy)

Is this possible or is there only one attachment collection possible in an
email?

I do not have to use the attach button in the menu, IF a command button can
handle handle my needs.

Not possible. Each Outlook item has one and only one Attachments collection.
