You could do that within Outlook going to View | Arrange by | Current
View | Define Views.
But you can also find them in Documents and
Settings\<username>\Application Data\Microsoft\Outlook and there is an
XML file containing those views.

No, the .xml file is for the navigation pane settings. Views are kept in the message store itself.
