I would like to create an outlook forms library other than the standard
organizational forms library.  The new library will need to have read access
limited to only a specific subset of users at a specific location.  For
example, the organizational forms library is available to all users in the
XXXX domain.  The new library should only be visible to those users who
belong to AAAA group (part of XXXX domain).  Can this be accomplished?

Yes, but you do it in the Exchange System Manager console, on the server.  And
you have to have Admin rights there.  Since it is an Exchange Admin question,
you should ask it in that newsgroup.
