This is normal behavior. Since message forms are designed to be sent, not saved in a folder, you cannot make a message form the default for a folder. If your goal is to be able to easily create new items with that form, you can launch it from the Actions menu.

I see. Thanks.
One more question please: I want to save the form in where others with
access can use it. What steps do I use to publish it? When I published it
before, it saved to my Drafts folder instead of the folder I selected during
the publish process.

To publish a form, use the Tools | Forms | Publish Form command. Ideally, you'd want to publish it to the Exchange server's Organizational Forms library.
Note that any new item created with a message form will save automatically to the Drafts folder unless you send the message. This is normal behavior for all messages.
