Outlook 2003 Forms will not send.

I created a form in outlook 2003 using the message format.   I want to be
able to send the form to someone, that person would then fill out all of the
information, and then hit send to send the form back to me.  The problem I am
running into is that every time someone tries to send the form back to me the
form just stays in their outbox.  I’m on an exchange server and have given
full control to users.  

Any help would be much appreciated.

I am having a similar problem. Have you figured your problem out yet?
