I've created a new outlook form but the receiver gets a blank page. The
receiver gets the "Read Page" istead of the "Compose Page"

THe recipient will never see the compose layout. That's what the person composing the item will see.

It sounds like you didn't click the Edit Read Page button to create a read layout for the recipient to see.
