Custom Meeting Request

Is there a way to make the optional and resources field show when
you're creating a custom form, for OL2003.

*like when you're making the meeting request, you click the To: and it
brings up required, optional, resources*

How do i make the optional and resources always display

I'm not sure I understand the question. Optional and resources should always appear in the Select Attendees and Resources dialog that appears when the user clicks To.
